Project of Cross-Border Cooperation of Czech and Saxon Inspectors was terminated in Meissen

On 28 April 2011, the final conference to the project of cross-border cooperation implemented by the Czech Agriculture and Food Inspection Authority and the Saxon Ministry for Social Affairs and Consumer Protection was held in Meissen. Results of the project and options of future collaboration were outlined during the conference.
The aim of the project was to enhance cooperation and establish personal contacts between inspectors in cross-border regions of the Czech Republic and Saxony in the field of official food inspection. Exchange visits of employees at both partnership organisations were the main elements of the project. Inspectorates in Plzeň and Ústí nad Labem were involved on behalf of CAFIA and bodies subordinate to the Saxon Ministry for Social Affairs and Consumer Protection.
Approximately 50 representatives of CAFIA and Saxon control bodies took part in the exchange visits which included stays at the regional Inspectorate/inspection body, where activities of the given body were introduced to the inspectors, current problems were discussed and food business operators were visited. These joint visits were very important constituents of the whole project, as the inspectors had the opportunity to see with their own eyes how their duties were performed on the other side of the border and to compare them with the activities of the own body.
"The Czech Agriculture and Food Inspection Authority assigns high importance to the cross-border cooperation. Establishing effective and flexible relations with supervisory bodies from other Member states within the single internal market is essential. It is an important contribution to the unification of application of European legislation so that high level of food safety for consumers and equal conditions on the European market for food business operators are ensured," Jakub Šebesta, CAFIA Director General, said.
A short bilateral meeting was held between Director General Jakub Šebesta and the highest representative of the Saxon Ministry Ms Christine Clauβ at the beginning of the conference. After the assessment of the whole project, they discussed further possible cross-border cooperation in the field of food safety.
The Saxon counterparts were interested particularly in so-called mobile offices which, during their eight years’ operation, proved to be very useful for the work of the Czech Inspection Authority. The German partners also found inspiration in the Czech system of inspection of foodstuffs and food supplements sold on the Internet. They also appreciated qualification of the Czech inspectors, on whose education and professional experience much higher requirements are put compared to the neighbouring countries.
The project partners find options of future cooperation in particular in swift contacting and forwarding information in case problematic foodstuffs of operators from the partner country are detected and also in providing food business operators who would like to enter the neighbouring market with information and contacts related to conditions and requirements laid down by the “other party”.
The project, of which budget amounted to almost 53 thousand EUR and out of which 85 % are reimbursed by the European Fund for Regional Development, lasted 4 months.

For the Czech Agriculture and Food Inspection Authority, this was already the third project of cross-border cooperation so far. In the past, exchange visits were carried out in cooperation with Austria and Slovakia. The Authority carries on using resources from the European funds and intends to implement similar projects of cross-border cooperation also with the Free State of Bavaria and Poland.
