CAFIA checks on the manufacturers' duties

The Czech Agriculture and Food Inspection Authority performed inspections in 4,450 food-processing establishments last year. This represented the total of 8,080 controls. The inspections were repeated in some production plants, or when controlling the compliance with the measures imposed previously.

The controls focused especially on implementation of the system of critical control points in production (HACCP - Hazard Analysis Critical Control Points), as instructed in the Act No. 110/1997, Coll. of L., in its valid wording, and in compliance with a Decree of the Ministry of Agriculture No. 147/ 1998, Coll. of L.

The results of inspections showed that 68.2 % of the assessed productions fully complied with the above Decree, while in 31.8 % of the producers the system of critical points control was missing at all or was only in the phase of development. The best progress in the implementation of the critical control points system was identified in the manufacturers of beer, edible salt, fresh fruit, non-alcoholic beverages, food for special dietary uses and milled grain products, while the highest number of non-conformances was detected mainly in small manufacturers of sweets, confectioneries, ice creams and bakery products. The system of critical control points is not an end in itself. On the contrary, when functionally implemented, it should help the manufacturer effectively ensure sufficient food safety in the production. Its main purpose is to minimise the possibility of putting the consumer health at risk.

As yet CAFIA has noticeably missed a decree that would regulate the issue of an impartial assessment of food processing plants, on the basis of which it would be possible to provide classification, e.g., for distribution of the state subsidies before accessing the European Union. CAFIA has a precise knowledge of the situation in the food processing establishments in the Czech Republic, but so far it has had no support for their impartial classification in the effective legislation.

Working title of a new decree that is prepared by the Ministry of Agriculture is "On conditions and requirements for the operational sanitation and personal hygiene in the food production, with the exception of food of animal origin". CAFIA has taken a very active part in the preparation of the decree that is an analogy to the respective EEC Directive. Upon becoming effective, the decree should set the rules for the single food processing plants so that their assessment might be comparable in dependence on the situation of the particular production
