The new Act on the Czech Agriculture and Food Inspection Authority brings some changes

The new Act on the Czech Agriculture and Food Inspection Authority (CAFIA) (No. 146/2002, Coll. of L.) that is fully harmonised with European Union law will come into force on 1 January 2003. It alters some duties for businessmen.
In particular, the new act defines, for the first time ever, soaps and detergents as well as duties of manufacturers and importers of such products. Unlike the food producers, they have not been obliged so far to register at the CAFIA offices. The new law, however, imposes this duty: anybody who starts manufacturing soaps and detergents will be obliged to notify in writing the relevant CAFIA regional inspectorate about the commencement and purpose of manufacturing at the latest on the day of its initiation. The producers of detergents or soaps, who started manufacturing before 1 January 2003, will be allowed to register their businesses until 1 July 2003.
The new law on CAFIA alters also the existing Act on Food and Tobacco Products. Consequently, CAFIA will start registering also the businessmen putting into circulation or exporting fresh fruit, vegetables or potatoes from 1 January 2003. It means in practice that all producers, with the exception of primary production, will be obliged to notify in writing CAFIA about the commencement of their activities, as already mentioned at the latest on the day of its start-up. Pursuant to the law, the manufacturers will have to communicate in writing also any other change relating to this notification.  
The appropriate forms of notice for soap and detergent manufacturers, and also for those who put into circulation fresh fruit, vegetables and potatoes, are available at the CAFIA web sites and can be downloaded.
Just to remember – within the context of the new law, starting from this June anybody putting into circulation mushrooms is obliged to hold a valid certificate proving the knowledge of mushrooms. Such a certificate shall be issued on the basis of a successfully passed special examination by authorities protecting public health, i.e. the appropriate health offices.
In order to have the full picture – the new law also regulates some administrative fees.
