Transition Facility project ENCA was completed  

Project entitled Enhancing the Food Law Enforcement by the Czech Agriculture and Food Inspection Authority (CAFIA) was completed.  

The project consisted of two individual parts. The first part was aimed at enhancing CAFIA’s technical capacity by supplying of equipment for pesticide residues analysis. Its use enables CAFIA to extend the scope of pesticides analysed in food of plant origin. The equipment (liquid chromatograph with mass spectrometer – LC/MS/MS – triplequad) was installed and put into operation in June 2007. The cost of the equipment was approx. EUR 350,000; however, CAFIA received EUR 260,000 support from the European Union Transition Facility programme.

The second “twinning part” was carried out in cooperation with our twinning partner - Central Science Laboratory from the United Kingdom. Its aim was to enhance food law enforcement and to strengthen inspection, laboratory and negotiation capacities and skills. It was accomplished by a series of seminars and two study visits to the CSL’s laboratory in York during a nine-month period starting in November 2007 and finishing in June 2008. The seminars focused on the application of fundamental EC food law regulations (i.e. Regulation No 178/2002/EC, 882/2004/EC and 852/2004/EC), inspection of HACCP system, methods for detection of fraud and authenticity, auditing of controlled subjects and laboratories authorized for official control of foodstuff, European negotiation and training in professional terminology. International experience was gained by two study visits relating to current methods used in the field of liquid chromatography with mass spectrometry (LC/MS/MS – triplequad) and isotope analysis (NMR&IRMS). Both visits focused on practical application of food analysis and methodology development. The twinning part budget amounted to almost EUR 160,000 and it was fully covered by the European Union.  

The CAFIA continues to use support of Phare/Transition Facility programme. The programme is a tool of the European Commission used to enhance public administration capacity in the new Member States in order to complete the institution building process in areas where the assistance is still needed.
