Import of sprouts and seeds intended for the production of sprouts – Commission Regulation (EU) No 211/2013 on certification requirements for imports into the Union of sprouts and seeds intended for the production of sprouts

1. Commodities

This Regulation shall apply to consignments of sprouts or seeds intended for the production of sprouts imported into the Union excluding sprouts which have undergone a treatment which eliminates microbiological hazards compatible with European Union legislation (the importer must be able to give proofs).

2. Import into the Union

This Regulation doesn´t specify any points of entry.

3. Prior notification of consignments (Art. 7 Commission Implementing Regulation (EU) No. 91/2013) – food

This Regulation doesn´t specify any importer´s duty on prior notification of consignments. But the consignment should be notified on relevant local inspectorate of CAFIA.

4. Documents

In accordance to Art. 3 of Commission Regulation (EU) No 211/2013:

Certificate for the import of sprouts or seeds intended for the production of sprouts

5. Documentary checks

The competent authority shall carry out documentary checks on each consignment of feed and food referred to in this Regulation.

If the consignment is split all parts must be accompanied by verified copies of certificate.

Verification is done by relevant local inspectorate of CAFIA.

6. Identity and physical checks

This Regulation doesn´t ordain the duty to do identity and physical checks before release for free circulation, but these checks should be done.

7. Release for free circulation

The consignment must be accompanied by certificate. If not it mustn´t be released for free circulation.

8. Entry into force

It shall apply from 1 April 2013 – microbiology analysis should be accompanied to the certificate from 15 July 2014.
