At the close of 2008, the Czech Agriculture and Food Inspection Authority announced its intention to assess retail chains and subsequently release results of this assessment. For this purpose, a special statistical method was developed in cooperation with the University of Technology. This method considers different number of premises of single chains, different number and scope of inspections. Based on the results, it can be determined whether there are statistically significant differences among the subjects assessed. Representatives of all the chains assessed were acquainted with the rules, methodology and results in detail.
The method was tested in the first half of 2009 and full data collection for the assessment started in May 2009. The assessment did not include for example price policy of the chains, layout and arrangement of premises, range of the assortment, relations with suppliers, culture of sale, attitude of the staff, accessibility of premises etc. as CAFIA is not entitled to assess such things.
Only the responsibilities for which checking is CAFIA responsible according to law could be included in the assessment. Out of these, the most important areas of food legislation and also the areas at which consumers complain repeatedly were selected (see Annex No. 1). The result of the assessment thus reflects how single chains observe the selected legislation. Within the assessment, a certain weight was matched to each assessed area as well. Results of inspections focused on food safety thus had higher weight compared to inspections of fresh fruit and vegetables.
The Food Inspection Authority dealt with his matter in order to provide consumers with important information and in particular to motivate retail chains to further improvement. At the same time, the situation changed a lot due to the cases that happened in 2004 and 2005 after which the chains improved their check systems and changed their attitude as a whole. The improving trend was confirmed within the assessed period as well (1. 5. 2009 – 30. 4. 2010). The results clearly show that in the course of time, the number of significant deficiencies decreased as well as the total number of deficiencies, which is a positive signal.
