In 2020, CAFIA took into account extraordinary circumstances related to the state of emergency and the pandemic situation, and modified the focus of its inspection activities. In addition to ensuring the safety and quality of foodstuffs on the domestic market, it was necessary to adapt the inspections to the need not to disrupt the smooth supply of foodstuffs to the population. More significantly than in the past years, inspectors focused on inspection of online sales due to the sharp increase not only in the turnover of e-shops with foodstuffs, but also the sale of foodstuffs through social networks, online markets, etc.
CAFIA carried out a total of 56 781 inspections at food business establishments, public catering facilities, customs warehouses and online shops in 2020.
Out of this number, 40 170 inspections were carried out at retail premises, 8 682 at catering facilities, 9 601 at production plants, 2 160 at wholesale warehouses, 1 424 at primary production facilities, and 1 592 at other locations, e.g., during transport, at customs warehouses, etc.
A total of 2 874 non-compliant batches of foodstuffs and other products were found in 2020. The highest number of non-compliant batches - 2 503 were found in retail.
4 179 food business operators offering foodstuffs via the Internet were registered at CAFIA by the end of 2020. CAFIA inspectors carried out a total of 1 054 inspections that were specifically focused on online sales at 806 establishments. CAFIA inspections are increasingly focusing on inspection of foodstuffs offered or promoted on social networks, such as Facebook, Twitter and through online markets. The most frequently inspected commodities were dietary supplements. Following the pandemic of the COVID-19 disease, CAFIA focused, among other things, on misleading offers of food supplements referring to alleged preventive and medical effects against this disease. Based on a proactive research, CAFIA inspectors found a total of 87 misleading offers of food supplements.
Similarly as in the past years, public catering was the most problematic segment. Throughout 2020, CAFIA inspectors conducted a total of 8 682 inspections at public catering facilities, such as restaurants, bistrots, beer houses, bars, confectionery shops and further types of public catering facilities; violations of applicable legal regulations were found in the case of 1 995 inspections, which means during every fourth inspection in this segment. 30% of the inspected premises failed to comply with hygiene regulations, which was the main focus of the inspection activity (1 697 cases of non-compliance with good hygiene practice). A total of 22 premises were closed immediately during the inspection.
2 435 administrative proceedings were concluded with food business operators and fines totalling 96 597 500 CZK were imposed in 2020.
