The amendment to the Act on Foodstuffs authorised the Czech Agriculture and Food Inspection Authority (CAFIA) to perform inspections of public catering premises since 1st January 2015.
The CAFIA inspectors carried out 15,051 inspections of public catering premises, of which 31% (4,832) failed to comply with legislation. Public catering is thus the most problematic segment of the market as regards CAFIA inspections. CAFIA detected violations in 26% of retails, in 19% of production premises and in 6% of warehouses.
Conditions in the inspected premises of public catering represented a significant health risk for consumers. The operators lack awareness of legislation regarding elementary requirements for safety. Due to unacceptable hygiene conditions, the inspectors had to close 144 public catering premises which corresponds to more than two thirds of all premises closed in 2015. Neglected cleaning, mouldy areas as well as cooling equipment, presence of pests, missing warm water supply, non-compliant storing conditions, no waste disposal, etc. were the main reasons leading to closing the premises. CAFIA also detected cases of misleading consumers, inter alia, misleading use of denomination cheese and milk on the labelling of products made from milk substitutes, frauds in the field of offered wine and beer, labelling of chocolate drinks, failure to keep the declared content of served beverages, etc.
Within all segments inspected in 2015, CAFIA carried out a total of 43,483 inspections, which is an increase by more than 20% compared to the previous year. Out of this number, 15,051 inspections were carried out in public catering premises and 28,432 in other premises, out of which 21,710 were retails and 8,296 production premises.
The laboratory assessment revealed 3,841 non-compliant lots of foodstuffs. 20% of inspected lots thus failed to comply with legislation requirements. However, this fact does not reflect the situation on the market as CAFIA selects foodstuffs for particular sampling on the basis of risk assessment. The real proportion of non-compliant foodstuffs on the market is thus significantly lower.
CAFIA imposed fines amounting to 141,304,500.- CZK within administrative procedures. Compared to the previous year, the total amount of lawfully concluded fines increased from 99,429,300 CZK, which is more than by 40%.
