Even the increased number of interested subjects of public administration could not prevent the Czech Agriculture and Food Inspection Authority from successful gaining two grants from remaining financial resources of the EU Transition Facility programme. This programme was established to help accessing countries in areas where the administrative and institutional capacity was not sufficient so far in comparison with existing member countries. Originally, the programme was intended for 3 years only, but the European Commission enabled its extension until 2008.
The first project titled “Adulteration of Food“ (CZ 06/IB/AG03-TL) is supposed to provide a compact bulk of knowledge from the area of inspection of adulterated foodstuffs, as several unsound traders abuse increasing prices of foodstuffs to enrich themselves at the expense of quality, for example by misleading labelling or using other than declared raw materials. The project comprises training for inspectors and methodists and includes foreign study interships as well. The German Federal Ministry of Food, Agriculture and Consumer Protection and its executive bodies are the partners of the project.
The second project “Enhancing implementation of acquis in the area of food safety surveillance“ (CZ 06/IB/AG08-TL) addresses constantly developing EC legislation and longterm effort of CAFIA to improve inspection activities. Twinning cooperation is one of the most efficient way how to share experience according to needs of beneficiaries. The planned project is focused on enforcement of European food legislation and enhancing inspection and laboratory capacities. Workshops in the CR and further study interships in laboratories of the project partner – the Austrian Agency for Health and Food Safety (AGES) will be the way how these aims will be fulfilled. In total, the project comprises 15 various thematically focused training activities and 5 study interships.
Both projects will be launched in January 2009. Costs of their implementation exceed 240 thousand EUR, thus more than 6 million CZK.
The Czech Agriculture and Food Inspection Authority has been employing the EU financial funds more than 10 years and has obtained the amount approaching 3,5 million EUR by means of the Phare/Transition Facility fund . The Inspection Authority gained further aid within the cross-border programme INTERREG IIIA. The financial resources gained this way were used in particular for professional education and training of employees, for building the Information System for Surveillance Authorities, and for establishing the Quality Management System.
