1. Introduction
At present the CAFIA laboratory provides professionally conducted laboratory tests aimed at the check of chemical, physical, molecular-biochemical and sensory requirements in accordance with implementing Decree to Act No. 110/1997 Coll., on Foodstuffs and Tobacco Products, and certain related acts, as amended.
The checks of the aforementioned requirements are provided by two CAFIA laboratories, which are accredited in accordance with requirements of ČSN EN ISO/IEC 17025 with regard to the specialisation of each workplace. For example, the laboratory at the CAFIA Inspectorate in Prague specialises in analyses of pesticides, spirits and mycotoxins. The laboratory at the CAFIA Inspectorate in Brno specialises in analyses of wine, determining the specific DNA in genetically modified organisms and analyses of chemical elements.
The prerequisites for the activities of the CAFIA testing laboratories include ensuring the metrology subsystem, in which the requirements contained in the accreditation criteria are implemented, requirements for ensuring the accuracy of measuring equipment, as well as requirements stated in the standards contained in the ISO 9000 series.

DECREE No. 541/2002 Coll., of 11th December 2002 laying down tariff costs for analysis performed by the Czech Agriculture and Food Inspection Authority laboratories for inspection in accordance with § 3 paragraph 3 point b) of Act No. 146/2002 Coll., on the Czech Agriculture and Food Inspection Authority and amending certain related acts
The Ministry of Agriculture, pursuant to § 14, point. b) of Act No. 146/2002 Coll., on the Czech Agriculture and Food Inspection Authority and amending certain related acts (hereinafter referred to as the "Act"):
§ 1
The amount of reimbursement for the analysis of agricultural, soap and detergent products and food or raw materials for their production or tobacco products in a laboratory of the Czech Agriculture and Food Inspection Authority for inspection in accordance with § 3 paragraph 4 point b) of the Act shall be determined by the scale and complexity of individual analysis.
§ 2
(1) The amount of reimbursement for analysis under § 1 is laid down by Annexes 1 to 3 to this Decree. Annex 1 to this Decree shall fix the amount of the payment for physical-chemical analysis, Annex 2 to this Decree shall fix the amount of the payment for microbiological and microscopic analysis and Annex 3 to this Decree shall fix the amount of the payment for sensory analysis.
(2) The amount of reimbursement for the analysis is related to the price of materials and labour costs, which include labour and overhead costs; the energy consumed by appliances is calculated based on the calculation formula set out in Annex 4 to this Decree. The above reimbursement includes the preparation of the sample for analysis.
(3) The amount of reimbursement for an analysis, which is not stated in Annexes 1-3 of this Decree, is determined by the formula set out in Annex 4 to this Decree.

This Directive came into force on January 1, 2003.

Transitional Provisions
The amount of reimbursement for analysis in a laboratory of the Czech Agriculture and Food Inspection Authority of samples taken before the effective date of this Decree shall be determined in accordance with existing legislation.

5. Methods of testing
Codes and prices of laboratory tests carried out as part of the inspections by CAFIA laboratories
This document sets out the codes for testing carried out by the laboratories of the Czech Agriculture and Food Inspection Authority, with the intention of clearly setting out a prices which controlled persons must pay for tests, as set out in Decree No. 541/2002 Coll., and amended by Decree No. 469/2005 Coll.
The codes V, N, E and S for established non-standard codes ("V"), normalized (codes "N") physical-chemical analyses and analyses that are conducted according to the procedures laid down by Regulations (EEC/EC; codes "E") and sensory analyses (codes "S") are included in this document. The amount of reimbursement for analyses not described in Annexes 1 to 3 to Decree No. 541/2002 Coll., as amended by Decree No. 469/2005 Coll. (i.e. newly introduced standardised and non-standardised physical-chemical analyses, etc.) were determined in accordance with § 2, paragraph 3 of this Decree, according to the formula set out in Annex 4 to Regulation No. 541/2002 Coll., as amended by Decree No. 469/2005 Coll.
1. Definition of Terms
1.1. Basic Terms
The amount of reimbursement for analysis in a Czech Agriculture and Food Inspection Authority laboratory is set out in the Tariff reimbursement for analyses defined in Decree No. 541/2002 Coll., as amended.
1.2. Testing codes
Testing codes are parts of the testing protocol issued by the CAFIA laboratory on the basis of the results of the tests carried out on agricultural products, foodstuffs or raw materials designated for their production, or tobacco products.
1.3. Codes "V"
Are the codes for non-standardised (validated) physical-chemical analyses. The range of non-standardised physical-chemical analyses carried out in CAFIA laboratories is listed in Annex No. 1.
1.4. Codes "F"
Are the codes for physical-chemical analyses, which are carried out according to procedures set out in EEC/EU regulations, or other European documents (e.g. OIV documents). The range of physical-chemical analyses carried out in CAFIA laboratories which are carried out in accordance with EEC/EU regulations, or other European documents are listed in Annex No. 2.
1.5. Codes "N“
Are the codes for standardised physical-chemical analyses. The range of standardised physical-chemical analyses carried out in CAFIA laboratories are listed in Annex No. 3.
1.6. Codes "S“
Are the codes for sensory analyses. The range of sensory analyses carried out in CAFIA laboratories are listed in Annex No. 4.
2. Calculation formula to count the cost of testing
Cost in CZK = a + x*b
when: a = use of materials in CZK (concerns direct material costs)
x = number of hours of work
b = cost of 1 hour of work, which includes:

- salary and operational costs according to level of difficulty (according to level of employee´s qualifications)
