CAFIA Competencies and Territorial Division
01/06/2011The Czech Agricultural and Food Inspection Authority (CAFIA) is an administrative body subordinate to the Ministry of Agriculture of the Czech Republic. It has been established by the Act No. 146/2002 Coll. on the Czech Agriculture and Food Inspection Authority, as amended.
The CAFIA is responsible, within the scope of the assigned responsibilities, for official controls of natural and legal persons who put into circulation agriculture products, foodstuffs or raw materials for their production or tobacco products. Within the legal framework, the most important is the food-law and its implementing regulations.

The concept and implementation of inspections is coherent with the principles of food control in the European Union.
Regional competencies of CAFIA inspectorates:
CAFIA Director General
CAFIA is headed by Director General who is appointed, controlled and recalled by the Ministry of Agriculture. Director General acts and makes decisions on behalf of CAFIA, unless stated otherwise. He is responsible for overall management of the Authority and all CAFIA obligations arising from applicable laws, in particular the Act. No. 146/2002 Coll., as amended.
Director General directly controls:

- Director of the Personnel and Techno-Economic Department
- Directors of the Regional Inspectorates
- Internal Auditor
- Spokesperson
Spokesperson
Spokesperson is directly subordinate to the Director General and is responsible for external communication of the Authority, preparation of press releases and other relevant agenda.
Internal Auditor (IA)
Internal auditor is directly subordinated to the Director General and within the CAFIA he carries out internal audits and other tasks according to the Act No. 320/2001 Coll. on financial control, as amended.
Authority Office (AO)
Authority Office has the following units:
- Headquarters Secretariat (Office)
- Communication Unit
- IT Unit
- Quality Manager
The AO is responsible for:
- registration and distribution of mail within the Headquarters
- operation of the HQ registry
- administrative agenda of the Director General
- coordination and continuous improvements of the quality management system at CAFIA
- keeping relevant records (contracts, CAFIA internal regulations, etc.)
- management of legal agenda of the Headquarters for public procurement contracts, except for foreign languages contracts with foreign partners, related to cooperation within international projects
- consulting and coordinating activities related to the agenda of public procurement and contracting at the regional inspectorates
- forming external and internal communication of CAFIA
- official Authority presentation in public and corporate identity
- development of the CAFIA information system and assuring security of its operations
Control and legal division (CLD)
Executive director of CLD is responsible for:
- Department of Control, Laboratories and Certification
- Law and Foreign Affairs Department
The executive director is responsible for methodical management of CAFIA control and laboratory activities.
Department of Control, Laboratories and Certification (DCLC)
The DCLC is divided into:
- Control Unit
- Laboratory Unit
- RASFF National Contact Point officers
The department is responsible for:
- methodical management of CAFIA control and laboratory activities
- creation and co-ordination of the main streams of control and laboratory activities
- unification of control actions and approaches
Law and Foreign Affairs Department (LFAD)
- Law and Legislation Unit
- Foreign Affairs officers
The department performs following tasks:
- all agenda in the area of administrative law (hereinafter referred to as a.l.)
- drafting new legislation with the country-wide competence in the area of a.l.
- drafting, formulation and comprehensive assessment of draft legislation with national scope in a.l.
- providing legal interpretations & opinions and setting up general procedures within the framework of the a.l.
- managing agenda for foreign language legal contracts with foreign partners, which relate to cooperation within international projects
- other legal agenda, which is outside the competence Headquarters´ departments
- methodical management of lawyers at the inspectorates in the area of a.l.
- agenda of the “Damage Commission”
- international relations agenda
- translations and interpretations
- coordination of active participation in Working Groups of the Commission and EU Council
- drafting project proposals financed from EU budgets
- coordination of CAFIA obligations stemming from international treaties and memberships in international organizations
- approval and evaluation of foreign business trips
Personnel and Techno-Economic Department (PTED)
This department is divided into 3 sub-units:
- economic unit
- personnel unit
- technical unit
The department is responsible for:
- conceptual management in the area of economic field and human resources
- finance
- budget administration
- property accounting
- legal affairs / employment law
- wages
- organizational arrangements and system build up at CAFIA
- trade unions negotiations
- employee training
- business trips agenda including study stays abroad and international conferences
- investment building projects
- maintenance and “stand-by” services
- asset registry at Headquarters
- safety and health protection at workplace, fire and civil protection
Regional Inspectorates (RI)
Regional Inspectorate is headed by a Director of Regional Inspectorate who is appointed, controlled and recalled by the Director General. The Director of RI is responsible for the direction, control and operation of RI.
Director of RI is responsible for:
- represents the CAFIA in administrative procedure matters as the body of first instance, represents the CAFIA in commercial law agreements and contractual relations
- signs contracts to ensure CAFIA activities within allocated funds
- collaborates with relevant local government authorities and professional associations
- responsible for compliance with safety regulations and fire protection
- responsible for keeping commercial secrets and confidentiality in professional matters
- issues internal regulations binding for all employees of the inspectorate to be dealt with in accordance with regulations issued by the Director General
- responsible for managing the property and financial resources allocated to the inspectorate
Regional competencies of CAFIA inspectorates:
- Regional Inspectorate in Prague – operating in the Region of Central Bohemia and the capital of Prague;
- Regional Inspectorate in Tábor – operating in the Region of South Bohemia and the Highlands Region;
- Regional Inspectorate in Plzeň – operating in the Regions of Plzeň and Karlovy Vary;
- Regional Inspectorate in Ústí nad Labem – operating in the Regions of Ústí nad Labem and Liberec;
- Regional Inspectorate in Hradec Králové – operating in the Regions of Hradec Králové and Pardubice;
- Regional Inspectorate in Brno – operating in the Regions of South Moravia and Zlín;
- Regional Inspectorate in Olomouc – operating in the Regions of Olomouc and Moravia-Silesia.
